This is a Toy Motorcycle with Rider ( These are old, if you use them, over time, they will break, as they are an old cheap, but really neat toy and Can be Dangerous for children).

This is from an original vintage find of plastic toys and are mint  (Warning,Not for children, as it is fragile and has small parts).
This is very nice and are new old stock (NOS) from the 1970s from a store that closed decades ago.
This type of plastic toy was found in dime stores or your local 5 & 10.
Very neat, this is being sold as a collectors toy, as
safety standards
have changed, and being sold as an
adult collectors item

not for children
as they are plastic and can be broken and could have sharp edges, and if chewed could cause harm and item could cause injury, these are intended to be stored away from children.
They will be in like new shape
